The music of the punks was punk rock. It inspired a lot of different people to do a lot of different things, including the things everyone here is talking about (except Mark Greenberg -- whoo, he's on another plane), but I don't believe that "punk" as a style of music or any other definite movement can be externally defined.
It is what happened, and sifting through it for patterns is like reading tea leaves for divination: Entertaining (or momentarily diverting) I suppose, but mostly in the eye of the beholder, and (in the literal sense) meaningless.
Defining punk has spawned its own industry, but it isn't producing very much (unless you count fanzine column inches and boring internet forums).
