It really depends. What other clothes would the jacket be worn with? What accessories? What kind of hair cut? Would be guy wearing it be like "Ha ha! Look, I'm wearing a Civil War jacket!!! I'm mental!!!" or would he emit an internal kind of cool that was like "Yeah, I'm wearing a Civil War jacket. I look good. I know it."?
I wouldn't reccomend wearing a high neck jacket like that if you have a short, fat neck.

But a year after he joined, he came up to have dinner at my place one night, and he came in full army dress uniform, and i must say that that made me hot under the collar.

Like the guy in Bowling for Columbine who went to his high school ball in full highland garb, even with a real skahn dhu (not sure if i spelt it right - it's a small knife) and he got in trouble for it, but when i saw it - man he was hot..... Wear it open over a tight tshirt, with battered tight flared jeans and chuck taylors, and make sure that your hair is ever so perfectly messy, and maybe wear a tight necklace. Oh and make sure you have the facial structure and body of one of The Strokes and it'll look really good.
I think Joanna's pretty much described the look I was imagining. It would definately work in a Strokes kind of way. But yeah, you'd actually have to be as good looking as one of the Strokes to be able to fully carry it off.
