So when should a band stop taking funding and let it filter down to the little guys who really need the help with promotion? Isn't that what NZONAIR is there for?
Should Dave Dobbyn be allowed to receive funding year after year if he's not supporting himself? I hear he is turning a tidy profit so why can't he pay for his own videos? Anyone can grab a handycam these days.

No. NZ On Air is there to fund any music that might get played on commercial radio, regardless of how popular or commercially successful the band may already be.

We're being a little picky aren't we Heather?
I think the point is why should well established artists or their record companies need assisstance to make a video. Pacifier, or their record company, got $5000 for making theire latest video. This was filmed during the recent tour. I find it very frustrating when there are such limited resources in the first place that these record companies are even allowed to apply for funding for well established artists. Do the companies have such little faith in the artist that they cannot invest an extra $5k for a dodgy video?
Unfortunately, NZ on Air's mandate does not include a requirement to promote or assist new artists (though they do through their new artist program) Basically they are required to ensure that NZ content hits the airwaves ... and one of the cirteria is that any content they fund should be likely to be broadcast.
It would be nice if the bigger record companies foreswore from seeking funding for videos but they are as entitled as anyone ... and usually have a song that meets the funding criteria pretty well. It is a shame but that is the way it is. Until someone changes the rules this will continue to happen.
I guess that artists need to stop hoping for the gravy train to stop at their station.

yes, I am. Just it still surprises me when people think NZOA's primary goal is supporting kiwi musicians. It does that to an extent, but it's not their main aim. I'm not casting judgement on whether that's a good thing or not.

I heard of a band recently that have had to do a back-shed job on a new video because their record company refused to front up with *any* extra cash over the video grant they'd already got. Couldn't find a producer that'd do it for $5000.

as for time - well, im not in it for the money, and the more time i spend using my creative muscle the stronge it gets..
as for gear - thats just about favours and looking after people. i find if you treat people right, then they do the same - one vid i got a DVCPRO 50, stock and a grip truck brimming with gear for two dozen beers ..
but then again, some vids can easily soak up that 5k on art department alone

hmm, well thats an interesting way of looking at it - the way i see it - if i wasn't borrowing the gear it would be just sitting their idle.. i see what your saying tho -
but by your reakoning it would be impossible to put a value on any object or service.. for example - when you hire me to wash you car you won't factor in how much my mum spent on sand for the sandpit when i was 3 .. you'd have to do a special algorithim and factor in the amount of sand that my brother ate and subtract that from x- rf sq.
anyways the point really is that you make a great video when a band fronts up with 5k in their rocker.. and also give it a pretty good punt for 10 bucks too.. money is only one factor, and gets too much attention for my liking .. but im probably out of touch because i have all the tools at my disposal
They obviously didnt look hard enough ...
They obviously didnt look hard enough or in the right place. For $5K you can shoot on film and have some money left over for art department as well. In fact for $500 we shot a video that won 'The Knack' at the NZ Music Video Awards, and recently we shot a video for Wellington's PO-HA with only three rolls of Super 16 and a budget of 2K.
Anything is possible. It just comes down to imagination and skill, and sadly there are some "directors" out there who don't have either. All power to them tho', they get work.

umm, heather, whatsup with that? , did they live in antartica - i think the 65 odd entries into handle the jandal this year is proof that heaps of directors can do a great job for under 5k. and like mr amino said anything is possible - my handle the jandal entry cost $10 or so

Someone had to buy that gear you're borrowing Samflux. It's all very well to say you made a music video for $10 but that's not a very accurate way of looking at it. Somewhere, somehow this music video cost someone more than $10... whether it be the person who bought the stock, paid for the cameras, or leased the computer you cut it on.... someone somewhere footed the bill.
With regards to hiring of gear and ...
With regards to hiring of gear and payments, it all depends on your industry & client relationships and what timeline you're looking at. Certainly it is not fair to take advantage of people, but that applies to both yourself and the artist you are working for.
You can't spend money if you don't have any in the budget to begin with, and isn't it about getting more videos and artists on air?

If it were any other 'business' receiving funding theyd've had their funds cut off by now if they weren't self sufficient. (I'd hope.)
My main gripe is reading about Tim Finn's last album. He's been living in oz, recorded his album in Texas (cuz he said it was cheap) then comes here when he wants to make a video for it all, then goes again. And just saw on the lunch news that Bics done some concert here with an orchestra, and has just headed "home" to paris to write her new album. What are the odds the French taxpayers aren't paying for her next videos....
...Anyway I'm starting to sounds bitter and sad, I'll leave it at that.
Cheers
Dan.

NZ on Air isn't a 'hand-up' funding body for the little people. Its aim is to increase the amount of airtime afforded to kiwi productions. On the music side, it does this by providing incentives (video, album and international marketing grants) to record companies to continue backing kiwi artists.
A whole bunch of topics have been started about NZ on Air, noizyboy will probably end up making a list for you...probably he's already posted twice since I started writing this.

nup. There's plenty of examples of successful big (and small) companies getting handouts from the government to pursue expansion projects, R&D, marketing, etc. Just check out the New Zealand Economic and Trade Development Agency.

I think with someone like Dave Dobbyn, a record label can judge on track record how many albums he's likely to sell, what he'll make from a tour and decide to back him from there. Is a free $5k vid the only reason they'll back the guy? With a new band, who knows how they'll do, surely incentives should be concentrated there.
I'm not asking for clarification on NZONAIR's role, I'm asking what people think the role should be. Outside the box people!
I'm keen to see how things go with Mike Chunn gone...I've always wondered if he's just shelling out money to his buddies.

That's probably why they're going after NZOA funding for the video. In case you hadn't noticed, even *established* artists like Dave Dobbyn aren't even guaranteed to sell 5,000 copies of an album, let alone go platinum. Ditto Tim Finn. Bic Runga I'd imagine does actually do alright in the album selling stakes, as does Neil Finn.

Welcome to the free market. The NZ on Air system is on of the clearer examples of our welfare state. Not supporting solo parents and old people but funding our corperate masters. The whole system needs a overhaul, couple it with a quota{30%} , and stop wannabe tossers "paying to play", and we will be moving in the right direction. So Unionise, collectivize and mobilize!

NZ on Air no longer funds music that enhances the NZ culture.
that was it's initial motive -
if we have a 30% quota enforce (like other countries) then we can start being NZers again.
NZ used to think we could have our own unique sound.
it could have happened - I doubt it will ever now.
selling NZ music overseas is like selling poos to the Bromley poo ponds, it ain't gonna happen.

Maybe but overseas recordings are usual of better standards and besides, they're creating work for the film industry - that's where the money goes. The film industry is just as fickle as music and its better we support each other.
Your comment is fair. Lots of people complain about NZonAir but the fact is, it sucks! Only the best get supported - it's a harsh rule that has to be accepted. Some of us just aren't cut out for the rock world. Those of us that are deserve to be funded and all power to them - regardless of whether they record overseas or in their bedrooms.

Relying on NZOA to fund a video is a waste of time better to do it yourself like amino says you can do a good quality video for well under 5k. I went to a couple NZOA funding seminars and asked why they funded multi-national record companies when the fat buggers cant be bothered taking a punt on their own artists. Like Ive said before if I signed to a big record company like sony and they said look we cant fund all your music vid costs were hoping to get some NZONAIR money id say get off your fat arses and do it... before napster and p2p filesharing kill you all together.. If the bigger record companies take the profits, they should front up with all the cash to start with. The Artist seems to have no rights these days and they are the important one not a label. So my advice is get a part time job, or do a short cd run and sell them at gigs, do anything to get some cash together and go to a unknown director saying can you do something with this much.. Sitting back waiting to be selected from over NZOA 80 entries every selection process is a waste of time they will only select you when you "make it" the datsuns is a great example never got funded before they went to UK now NZOA is throwing cash at them:) Thats my advice anyway for what little its worth but getting your video played theres another problem hehe....

"No comment," says Dolf."What really irks me about the NZ On Air thing. I mean I’m not too bitter cos it’s totally different now, but it’s like we tried to get other music videos after Supergyration. Every single round," he says hitting the table for emphasis. "Without fail and every single time it would be somebody else - someone already on a label and they already had funding which totally blew my mind."
"Blew your mind man….." wisecracks Christian.
