taking into consideration most of the 15000 are still sitting in boxes in the store room.

The only cd's out there with a cost price of $5 are sale cd's and some singles. Don't know where you get $5 for a chart cd from dude, but it's very, very wrong!
Warehouse sell all their chart cd's at about $23, and if they make any money off of that it's not very much.
Do you really care THAT much if a cd goes gold or platinum? Shouldn't you be buying an album based on how much you like it, instead of it's sale status?

its a bit like this:
a cd gets made,
record company hypes it to stores,
cd gets released and they offer the large chain stores a deal,
a bit like this:
you buy 20 @ $15 we throw in 5 for free.
and as time goes by the deals get better.
then a few weeks roll around...
the big stores find out if the big labels have reached their monthly target,
they havent,
then the big store says something like...
we'll give you $10000 if you give us 500 Zeds, 500 Scribes, 500 Major Flavours and 500 Nellys.
that's 2000 albums for roughly $5 each!
plus...
the big record company dont care who they hock off cheap - all they want is the $$$
and then....
all those units are counted by the 'charts' as sales.
don't you think there should be a counter at the checkout?

I work for one of those chain stores dude! I process a lot of that stock, so I know how much chain stores are getting charged for it.

The majority of new releases have a wholesale pricetag of roughly $20.60, and the deal is almost always buy 10 get 1 unit free. I don't know what deals the Warehouse get, but it's not going to be much better, and definately not what you suggest. Eventually the deals can get better, depending on what cd it is. But bugger all recent release cd's get sold to stores for $5 cost.
I fully agree that the way the 'official' national music chart is compiled is not the most best way and should be based on what is sold in stores, but its a huge task to get that info off of every store in the country, and a pain in the ass for those stores.
What's your source for the figures you included in your post?
