I think 'lessen' might be a slightly better word here. It takes away a lot of the plain old heat damage that smoking from a pipe or a nice fatty causes, but doesn't do a lot for removing the toxic stuff (which is what you're really after anyway).

A small amount of water just behind the teeth & inhale the smoke through the water.
This does take practice but does minimise the harm associated with "possession of paraphenalia"

having played with one or two vapourisers in my time i'd have to say that if you're looking for a way around the smoke damage route you should invest a couple of hundred bucks in one of those. alternatively you could make one, given there are plenty of resources on the net detailing schematics
obviously if like myself you're only an occasional user it's more economic to just get a $10 pipe or a pack of zigzags, but vapourisers are truly wonderful things, no smoke, no mess, you breathe in air, lo and behold, it's done the trick before you even realise you've inhaled anything, magnifique!
