if you use jukebox (downloads.com) you can concert wavs into high quality mp3, like 300kb/s instead of 128... but i'm not sure if you can go from 128-300+.

Just as a side note, if you've got a low quality mp3, increasing the quality will just increase the file size, not the sound quality. Either way CD-DA Extractor will do it, there's probably some other smaller program, there's an audio section on download.com

Theres no point trying to "improve" the quality of mp3s that have already been encoded.
Use EAC + LAME to make mp3s.
