Yeah well this all well and good but it wont do jack shit about those places which are already apartments. Notice it says, 'new apartment buildings, and all existing buildings that are being converted into apartments' - ie those places who are already apartments (ie those place which actually do all the complaining) won't be affected in the slightest - they will continue to complain about the noise and cause problems for local venues.
This is nothing short of a stop gap which won't actually deal with the problem as it is, only stop the problem from getting any worse... so expect to see ongoing fights with the same apartments which currently kick up a stink...
I think that anyone who choses to move into an apartment that is close to a music venue has no right to complain about the noise. What kind of person moves that close to a music venue without even considering the noise factor. Yeah I agree that the constant noise late at night could get really annoying, but really..they shouldn't have moved into the place in the first place. c'mon people- think!
or the landlords or housing agents could at least be honest and tell the people exactly what they're getting. tho' it may comprimise select tenants, some good folks are certainly privvy to the noise elements.
if the noise has been explained prior to folk turning up, maybe they would have less to grumble about and more to do to sort it.
...and, unfortunately, assholes will always want to have their cake and eat it too, if you wanna live in the CBD and be asleep by 11pm, get some fuggin ear plugs...

Haha VERY TRUE! I can't believe people who complain about something that they had the option to not have in the first place!!! Town is always going to be loud and the people who expect town to shutdown and be quieter earlier need to wakeup and realise that they chose where they live and they should shutup and live with the consequences.
Fae and Meph you're both right... if you're in the city then you should expect a reasonable amount of noise... however this misses the point that they DO have a right to complain and this new by-law which the council is putting in will stop things from getting worse but it will in no way whatsoever solve the problem... it's basically something they can hold up and say 'hey look we're solving the problem' without actually having to deal with the actual issue which is the current residents in non soundproofed inner city appartments complaining.
Everyone with half a brain in their head knows that if you're in the city then you should expect noise - what I'm saying is that this move by the council will not affect the current situation at all - except maybe to stop it getting any worse...
