compared to IE 6 which can be up to 40MB and Mozilla coming in at 10MB, yes it is relatively compact. Won't fit in your pocket but it doesn't take a truck either.
An alternative worth trying is Opera - its really quite nice, and has some dinky skins you can download to transform the buttons - I have some sort of Japanese cartoon ninja styles going on.

you'll probably need to be on at least IE5.5. you might want to hit ctrl-refresh as well.
as for scrolling, it could be that the styles are not applied or your screen res is low.
