I know a physicist who says that civilization is impossible in the center of the galaxy, because in the densely packed center time is warped and moves too slowly for life to change and evolve. Only in the outer reaches, the arms, of the galaxy do time and light move fast enough for evolution to happen and civilizations to develop. Moving inward, towards the center, life would stillexist, but it would be simpler and less prone to mutation and change the farther inward we go.
