the only problem is that the Librarian didn't say why CARP was rejected. It might have been because the royalties were too high, as all clear-headed induviduals believe, or that the Librarian agrees with the RIAA and rejected CARP because the proposed royalties were too low. We'll see in less than 30 days time, I spose.
