As for the word of the Law, yes it is up to the police to enforce it, but how many people only get off with a caution now a days, let's not forget police are human too, some make silly mistakes in their private lives, just like anyone else, despite what people tend to think, if anything AT THE TIME of the incident a caution to those involved would have been sufficient and a note on their files, but I feel this is now as said above, just a witch hunt and a total waste of everyones time .. even mine now I feel :-).
